THE HISTORY OF KIRIBATI NATIONAL SHIPPING LINE LIMITED
Connecting the Islands and People of Kiribati Since 1978
For nearly five decades, government-owned shipping in Kiribati has played an essential role in connecting the islands, communities and people of our Pacific island nation. From passenger travel and cargo transportation to the delivery of essential supplies and development materials, national shipping services have helped strengthen connections between South Tarawa and the outer islands of Kiribati.
The history of Kiribati National Shipping Line Limited (KNSL) traces its roots back to the early days of the Kiribati Shipping Corporation (KSC), followed by Kiribati Shipping Services Limited (KSSL), and eventually the establishment of today’s Kiribati National Shipping Line Limited (KNSL).
Throughout these different eras, government shipping services have remained an important part of Kiribati’s maritime transport network, providing inter-island passenger and cargo shipping services across Kiribati and supporting communities, businesses, government projects and national development.
Today, Kiribati National Shipping Line Limited (KNSL) continues this proud maritime legacy by providing reliable shipping and charter services that connect communities across the islands of Kiribati.
Our history is a story of change, resilience, service and commitment—a journey built around one continuing mission: connecting the people and islands of Kiribati by sea.
Kiribati Shipping Corporation (KSC): 1978–1989
The history of today’s Kiribati National Shipping Line Limited (KNSL) can be traced back to 1978, when the Kiribati Shipping Corporation (KSC) operated as a Government-supported national shipping organization serving the islands and communities of Kiribati.
During this period, KSC was wholly or largely supported through Government subsidies to maintain essential maritime transportation services. The Corporation played an important role in the development of inter-island shipping in Kiribati, particularly at a time when sea transport was one of the country’s most important links between island communities.
Connecting the Islands and Communities of Kiribati
With Kiribati’s islands scattered across a vast area of the central Pacific Ocean, reliable maritime transportation has always been essential. The Kiribati Shipping Corporation helped connect communities across the Gilbert Islands and other parts of Kiribati, supporting the movement of people, goods and essential supplies between the islands.
KSC’s passenger and cargo shipping services supported the transportation of:
- Passengers travelling between islands
- Food and essential household supplies
- Copra and other locally produced goods
- Building and construction materials
- Government equipment and supplies
- Vehicles, machinery and heavy equipment
- General cargo and other essential goods
Supporting Kiribati’s Social and Economic Development
The geographical characteristics of Kiribati make inter-island sea transportation especially important. With communities separated by large distances across the Pacific Ocean, shipping provides a vital connection for families, businesses, government services and island economies.
Through its maritime operations, the Kiribati Shipping Corporation (KSC) contributed to the country’s social and economic development by helping outer-island communities access essential supplies, transportation and markets for local products such as copra.
KSC continued operating through the 1980s, forming an important chapter in the history of Government shipping services in Kiribati. Its operations helped establish the foundation for the next generation of national maritime services and eventually paved the way for a new Government shipping organization.
The legacy that began with KSC would continue through later Government shipping entities and ultimately develop into today’s Kiribati National Shipping Line Limited (KNSL).
Kiribati Shipping Services Limited (KSSL): 1990–2017
A major milestone in the history of Government shipping in Kiribati occurred on 9 July 1990 with the establishment of Kiribati Shipping Services Limited (KSSL).
KSSL was established as a State-Owned Enterprise (SOE) under the Companies Ordinance 1979 and its Articles of Association, succeeding the former Kiribati Shipping Corporation (KSC). This transition marked an important new chapter in the development of national maritime and inter-island shipping services in Kiribati.
27 Years of Shipping Services in Kiribati
For approximately 27 years, from 1990 to 2017, Kiribati Shipping Services Limited operated as one of Kiribati’s major Government-owned shipping companies, providing essential passenger and cargo transportation services between Tarawa and the outer islands.
KSSL played an important role in maintaining reliable maritime connections between island communities. Its shipping operations supported the transportation of passengers, general cargo, essential supplies, equipment and development materials throughout Kiribati.
Connecting Tarawa and the Outer Islands
As an island nation spread across a vast area of the Pacific Ocean, Kiribati depends heavily on inter-island sea transportation. During the KSSL era, Government shipping provided an essential connection between Tarawa and the outer islands of Kiribati, helping people travel and ensuring that important goods and supplies reached island communities.
KSSL’s services supported not only passenger travel and commercial cargo transportation but also the wider social and economic development of Kiribati.
Supporting Communities and National Development
During this period, Government shipping in Kiribati was more than a commercial transportation service. It served as an important part of the country’s national infrastructure and supported many areas of everyday life, including:
- Education – supporting the movement of students, teachers and educational supplies between islands.
- Health services – helping transport people, medical supplies and essential equipment.
- Trade and local businesses – connecting island producers, businesses and markets through reliable cargo transportation.
- Infrastructure and development projects – transporting construction materials, machinery and project cargo to island communities.
- Government services – supporting the movement of Government personnel, equipment and supplies.
- Community needs – providing passenger transportation and delivering food, household goods and other essential cargo.
From KSSL to the Modern Era of Government Shipping
For nearly three decades, Kiribati Shipping Services Limited (KSSL) formed an important part of Kiribati’s maritime transport network. Its passenger and cargo operations helped connect communities, support outer-island development and strengthen the movement of people and goods throughout the country.
KSSL’s 27 years of service from 1990 to 2017 became another important chapter in the evolution of Government-owned shipping in Kiribati, continuing the work started by the Kiribati Shipping Corporation (KSC) and helping lay the foundation for the development of today’s Kiribati National Shipping Line Limited (KNSL).
Growth of the National Shipping Fleet
Throughout the history of Kiribati Shipping Services Limited (KSSL), a number of vessels formed part of the Government shipping fleet and played an important role in the development of passenger and cargo transportation in Kiribati.
These vessels helped connect Tarawa with the outer islands of Kiribati, transporting passengers, food, essential supplies, copra, general cargo, containers, machinery and materials required for community and national development.
Historical records identify several vessels associated with the Kiribati Government shipping fleet during different periods, including MV MOMI, MV MATABURO, MV NEI MATANGARE, MV MOANARAOI II and LC BUTIRAOI.
MV MOMI – Inter-Island Passenger and Cargo Vessel
MV MOMI was a passenger and cargo vessel associated with Government shipping services in Kiribati. The vessel supported domestic inter-island transportation, helping move passengers and essential cargo between island communities.
Its operations formed part of the wider national shipping network that provided vital maritime connections for communities separated by the Pacific Ocean.
MV MATABURO – Connecting Kiribati's Island Communities
MV MATABURO was another passenger and cargo vessel that contributed to inter-island shipping services in Kiribati.
The vessel helped connect communities while supporting the transportation of passengers, essential supplies and general cargo. Services provided by vessels such as MV MATABURO were particularly important for outer-island communities that depended heavily on maritime transportation.
MV NEI MATANGARE – Passenger and General Cargo Vessel
MV NEI MATANGARE became one of the most significant vessels associated with the history of Government-owned shipping in Kiribati. Built in Japan in 1992, it was designed as a passenger and general cargo vessel capable of supporting both domestic and regional maritime transportation. At approximately 68 metres in length, the vessel was capable of transporting passengers, general cargo and containers, giving KSSL greater capacity to support the movement of people and goods. In addition to domestic services, it also operated regional shipping services between Kiribati and overseas destinations. These operations demonstrated the wider regional role once performed by Kiribati’s national shipping company and its importance in connecting the country with other Pacific destinations.
MV MOANARAOI II – Cargo and Regional Shipping Services
MV MOANARAOI II was another important cargo vessel associated with Kiribati Shipping Services Limited (KSSL).
The vessel contributed to the transportation of cargo, supplies and other goods between Kiribati and regional destinations, strengthening maritime connections and supporting the movement of essential commodities.
Its service formed part of KSSL’s broader role in supporting Kiribati’s trade, transportation and economic development.
LC BUTIMARI – Landing Craft Services for the Outer Islands
LC BUTIMARI provided an important landing craft capability within Kiribati’s Government shipping fleet. Landing craft are particularly valuable for inter-island shipping in Kiribati because many outer islands have limited port, harbour or wharf infrastructure. Unlike conventional cargo vessels that may require developed port facilities, landing craft can support the loading and unloading of cargo in locations where access to major maritime infrastructure is limited.
LC BUTIMARI therefore helped strengthen KSSL’s ability to deliver cargo, machinery, vehicles, construction materials and essential supplies to island communities.
Serving Kiribati and the Pacific
During the era of Kiribati Shipping Services Limited (KSSL), Government-owned shipping played an important role not only in domestic inter-island transportation in Kiribati, but also in connecting the country with neighbouring Pacific island nations through regional maritime services.
Regional Shipping Routes from Kiribati
At different periods of its operations, Government vessels provided regional passenger and cargo shipping services linking Kiribati with destinations outside the country.
One of the regional connections associated with Government shipping services included the route:
Tarawa – Funafuti, Tuvalu – Suva, Fiji
Along with other regional maritime routes, these services helped strengthen Kiribati’s transportation links with neighbouring Pacific countries.
Regional shipping was particularly important for an isolated island nation such as Kiribati, where reliable maritime connections supported the movement of cargo, essential supplies, commercial goods and other commodities between Kiribati and regional markets.
Supporting Regional Trade and Maritime Connectivity
KSSL’s regional shipping operations contributed to the development of maritime trade and transportation between Kiribati and the wider Pacific region.
These services provided an important sea connection for the movement of goods and supplies while helping Kiribati maintain transportation and commercial links with countries such as Tuvalu and Fiji.
Together with its domestic passenger and cargo services, KSSL’s regional operations demonstrated the broader role of Government shipping in supporting Kiribati’s trade, economic development and maritime connectivity.
Growth of Private Shipping Companies in Kiribati
As Kiribati’s domestic maritime sector developed, private shipping companies gradually entered the inter-island shipping market. This expansion changed the country’s maritime transportation environment, which had historically relied heavily on Government-supported shipping services.
The emergence of private operators increased the number of participants providing passenger and cargo transportation between Tarawa and the outer islands, creating a more competitive domestic shipping industry.
A New Era for Kiribati’s Maritime Transport Sector
The growth of private shipping companies marked an important transition in the history of shipping in Kiribati. Government-owned and privately operated vessels increasingly became part of a broader maritime transportation network serving communities throughout the country.
This changing environment introduced a new era of competition, investment and development within Kiribati’s domestic shipping sector, while Government shipping continued to play an important role in maintaining maritime connectivity and supporting the transportation needs of island communities.
The regional and domestic services provided during the KSSL era remain an important chapter in the history that ultimately contributed to the development of today’s Kiribati National Shipping Line Limited (KNSL).
Arrival of LC LINNIX: 2017
Another important milestone in the history of Government shipping in Kiribati was the introduction of LC LINNIX, a landing craft designed to strengthen passenger and cargo transportation services across the country’s widely dispersed islands.
It was constructed in Taiwan and launched in March 2017, marking an important addition to Kiribati’s Government shipping fleet.
The name “LINNIX” represents the Line and Phoenix Islands, reflecting the vessel’s national purpose and its connection to two of Kiribati’s major island groups. Its introduction strengthened the Government’s maritime transportation capacity and supported the continuing development of inter-island shipping services in Kiribati.
Landing Craft Services for Kiribati’s Island Communities
As a landing craft vessel, LC LINNIX provides an important capability for a geographically dispersed island nation such as Kiribati. Many outer islands have limited conventional port, harbour and wharf infrastructure, making versatile landing craft an important part of the country’s maritime transport network.
LC LINNIX strengthened the capacity to transport a wide range of passengers and cargo, including:
- Passengers travelling between islands
- Vehicles and heavy machinery
- Building and construction materials
- Government and development project supplies
- Equipment and essential goods
- General cargo
The vessel’s landing craft design provides greater flexibility when serving island destinations where conventional cargo vessels may face challenges because of limited port infrastructure.
Supporting Outer-Island Development and Maritime Connectivity
The introduction of LC LINNIX strengthened Government shipping services in Kiribati by improving the ability to deliver people, vehicles, machinery, project materials and essential cargo to island communities.
This capability is particularly important for supporting infrastructure projects, Government services, businesses and community development throughout Kiribati.
By providing flexible passenger and cargo transportation, LC LINNIX became part of the wider effort to improve maritime connectivity between Tarawa and the outer islands of Kiribati.
LC LINNIX and Kiribati National Shipping Line Limited (KNSL)
Following changes in the structure of Government-owned shipping services, LC LINNIX later became part of the fleet inherited and operated by Kiribati National Shipping Line Limited (KNSL).
Today, LC LINNIX represents an important link between the earlier era of Government shipping and the development of the modern KNSL fleet.
Its history forms part of the broader story of Kiribati National Shipping Line, continuing the long-standing national commitment to connecting Kiribati’s islands and communities through reliable passenger, cargo and inter-island maritime transportation services.
